U-Haul Storage of Decatur sits on nearly two acres and features 246 self-storage units with high-end security features at affordable price points. There is a mix of indoor climate-controlled rooms and drive-up units from which customers can rent.

Maria Vlady was born in Mariupol, studied and then worked in Donetsk. However, the events of 2014 dramatically changed her life. After the Russian invasion, Maria was forced to leave Ukraine and move to the United States.

In an interview with «Voice of America», he notes that over the past 10 years, Ukraine has created more anti-corruption institutions than any other country during this period, including open data registries, decentralization, specialized anti-corruption institutions, and judicial reform.

“It took 200 years for the United States and Western countries to create such powerful independent and accountable institutions. There is a lack of understanding of this in the West,” he adds.

Ukrainians have begun to face corruption much less at the everyday level. This is evidenced by the results of a recent survey by the International Republican Institute (IRI). The overwhelming majority of adults (79-93%) in all regions where the survey was conducted said they had not encountered corruption when accessing local services.

“The sharp decline in the share of those who have experienced corruption at the local level is an extremely important indicator of the country’s development. It’s a testament to the work that local governments are doing to tackle corruption and that they are focusing on the needs of their residents,” said IRI Director of European Studies Stephen Nix.

In the West, there are those who greatly exaggerate the problem in Ukraine because “they only started to learn about Ukraine’s corruption allegations in 2019 in the context of manipulative coverage of the impeachment of then-U.S. President Donald Trump.” Such people may unreasonably believe that corruption in Ukraine is as bad as in Russia, and they are unaware of progress, the analyst notes.

For the first time in the history of the world championships, a team from the “iron” city of Kharkiv will participate in the competition.

The Hold The Rhythm Valky dance studio was founded in 2006. Its founder is Maksym Lytvyn, a choreographer and certified judge according to Hip-hop International Ukraine.

Over the years, more than 1.5 thousand children have realized their love for Hip-Hop dance. Now the studio has an extensive network of six groups and two branches. Two coaches are former members of the team.

The students of the Hold The Rhythm Valky studio regularly participate in various concert events, district, regional, national and international competitions, festivals and championships. The band’s creative treasury includes participation in about 200 festivals and competitions, victories and grand prix in the vast majority of them.

Among the honorable awards is the title of European Champion among boys and girls aged 15-16, won in Budapest (Hungary). The team defended the same title in 2017 at a creative competition in Austria.

In 2017-2019, the team won championships at open championships in Bulgaria, and in 2019, Hold The Rhythm Valky became the winner of the Ukrainian Hip-Hop Championship, getting into the top 5 best teams in Ukraine.

Mission in Action: OJP Focuses on Community as Co-Producer of Safety and Justice

Last week, the Office of Justice Programs marked its new mission statement with events and products that highlight OJP’s work to support community-centered public safety strategies.

Square One Convening, “Creating Community-Led Safety: What Does It Take?”

Assistant Attorney General Amy L. Solomon delivered keynote remarks at “Creating Community-Led Safety: What Does It Take?,” an event convened by Columbia University Justice Lab’s Square One Project. She shared OJP’s vision for delivering on its new mission statement: To provide resources, leadership and solutions to advance community safety, build community trust and strengthen the community’s role as co-producer of safety and justice.

“By explicitly embracing the community's role as co-producer of safety and justice, we’re expanding the scope of responsibility and possibility for the future of our communities,” said Assistant Attorney General Solomon. “We're bringing communities disproportionately impacted by crime, violence and victimization to the forefront of our strategy and broadening our concept of safety, from the mere absence of crime to the presence of thriving neighborhoods and greater opportunity for all.”

Solomon highlighted the ways in which OJP is bringing its mission to life, through its grantmaking portfolio, research strategies and technical assistance, and within its own organization. She noted that OJP is delivering much-needed federal funding to community-based services through initiatives dedicated to interrupting community violence, improving responses to individuals in crisis, meeting the needs of underserved victims of crime supporting young people impacted by violence and the juvenile justice system, reimagining responses to low-level crime and more.

OJP is also opening up new pathways to funding by investing in intermediary organizations to provide both microgrants and technical assistance to smaller community-based organizations implementing high-impact safety interventions, with a focus on building organizational capacity to grow and sustain their work over the long term. Solomon noted that many of OJP’s funding opportunities offer priority consideration for projects designed to advance equity, and to applicants that can demonstrate that their capabilities and competencies are enhanced because they identify as a population-specific (or by/for) organization. Finally, she shared the ways in which OJP is bringing the perspective of community into the federal government, growing the ranks of professionals whose lived experience in the justice system is helping to guide OJP’s work.

Solomon reflected on the contributions of The Square One Project, founded in 2018 with the goal of reimagining safety and justice from the ground up. “Square One inspired us to conceive of a future that elevates the principles of fairness, equity, truth-telling, parsimony and human dignity as central to safety and justice. To consider what’s possible if our center of gravity were to shift from overreliance on the criminal legal system to the community – to the organizations, institutions and people who have a deep and vested interest in creating opportunity and improving lives in their home neighborhoods.”

Solomon concluded, “What we’re trying to achieve here is a fundamental reimagining of public safety. How do we expand the pool of resources so that community investments begin to approach the scale provided for the justice system?... At OJP, we are using the levers we’ve got to strengthen – to invest in – to support – the role of community as co-producer of safety and justice. Let us broaden our coalition and build out the community ecosystem so that it is a central and lasting part of our public safety infrastructure.”

The Square One Project event was moderated by Executive Director Katharine Huffman and also featured a panel discussion with Pastor Michael McBride of LIVE FREE USA, Jocelyn Fontaine of the Black and Brown Collective for Community Solutions to Gun Violence, Jawanna Hardy of Guns Down Friday, and Chief Ernie Cato, a longtime veteran of the Chicago Police Department who is now with the Illinois Department of Corrections.

Roundtable on Supporting Communities as Co-Producers of Safety and Justice

Assistant Attorney General Solomon and Public Welfare Foundation President and CEO Candice Jones co-hosted a roundtable that brought together community leaders and philanthropic partners from across the country to identify opportunities to better support community-based organizations as key partners in the public safety infrastructure. The roundtable offered a forum for OJP leadership and philanthropic partners to hear directly from organizations on the front lines of addressing violence and other criminal justice issues, with the goal of identifying opportunities to better support and strengthen the community’s role as co-producer of safety and justice.

The CBOs who participated in the roundtable represented a wide range of community-based work, including efforts to 

respond to and end domestic, sexual and community violence; divert youth from the juvenile justice system; and support reentry outcomes.

New Funding Opportunities and Other Resources

Assistant Attorney General Solomon wrote a recent blog post about the tangible ways that OJP is working to advance the new mission statement and support communities as co-producers of justice. For example, the Bureau of Justice Assistance is seeking a training and technical assistance provider to support justice-focused CBOs that will primarily work with historically marginalized and underserved communities, including rural communities. The provider will help remove barriers to applying for OJP funding, while also enhancing the quality of services provided to communities disproportionality impacted by crime, delinquency, victimization and violence.

In addition, OJP is working to make solicitations more streamlined and clearer for potential applicants. The Office for Victims of Crime, for instance, is seeking to fund organizations that provide for the basic needs of crime victims, such as transportation, temporary and transitional housing, clothing, food and other items necessary for their well-being, healing or safety. This funding opportunity presents the information in simple, clear language, with an option to submit a project plan instead of a written project narrative and abstract. The project plan can be submitted through written answers to a questionnaire, a video describing the plan or a live oral presentation to OVC via video meeting.

Additional funding opportunities include the Community Based Violence Intervention and Prevention Initiative, which aims to prevent and reduce violent crime in communities; Second Chance Act programs designed to improve reentry education and employment outcomes and incubate community-based reentry programs; community-based approaches to prevent and address hate crimes; the development of community-based continuums of care for youth at risk of becoming or already involved in the juvenile justice system; the BJA Visiting Fellows Program, which invests in current and future leaders in the criminal justice field and encourages those with lived experience to apply; and the OVC Human Trafficking Fellowship Program, which will assist the anti-trafficking field in identifying and promoting culturally responsive service models and activities, and encourages those with lived experience to apply.

In this context, following the Council’s positive assessment of the Ukraine Plan, the European Council welcomes the rapid disbursement of up to €1.89 billion in pre-financing to assist Ukraine in its recovery and reconstruction, which is particularly relevant in the energy sector,” the document says.

EU leaders also welcomed the recent extension of the mandate of the EU Advisory Mission Ukraine (EUAM).

“This will allow the mission to intensify its efforts in the liberated and adjacent territories of Ukraine to support the restoration of the rule of law and the return of public services to these areas,” the conclusions say.

In addition, the European Council welcomed the adoption of the negotiation framework and the first Intergovernmental Conference on Ukraine’s accession.

“The European Union will continue to work closely with Ukraine and support its reform efforts on the European path,” the EU leaders assured.

The EIB’s support will be focused in particular on the following areas

– rehabilitation of municipal infrastructure, including schools (including measures to reform the school feeding system) and healthcare facilities

– projects to provide housing for internally displaced persons;

– infrastructure facilities in the areas of water supply, wastewater disposal, and heat supply.

The European Investment Bank (EIB) continues to be one of Ukraine’s main partners, particularly in the process of rebuilding and restoring infrastructure damaged as a result of the military aggression of the Russian Federation in the liberated territories or areas with a large number of internally displaced persons.

Since 2014, EUR 540 million of loan funds have been attracted under two financial agreements between Ukraine and the EIB to support Ukraine’s recovery potential.

“Since 2014, these funds have been used to implement more than 400 important social projects: schools, restoration of kindergartens, healthcare facilities, critical infrastructure, housing projects for IDPs, etc.”, said Victoria Korsunova, Director of the URF Kyiv Office.

She believes that these projects are of great humanitarian importance, as their implementation ensures access to quality services for the population in the regions affected by military aggression.

But even these efforts could not fully protect us from destruction and losses.

In Kyiv, one of the missiles hit the Okhmatdyt children’s hospital, which became a terrible symbol of the aggressor’s cruelty. A medical center in the Dniprovsky district and a business center in the Solomyansky district were also damaged. In Syrka, a hit to a residential building destroyed one of the entrances.

In addition, power grids were damaged and three transformer substations were destroyed or damaged in the Shevchenkivskyi and Holosiivskyi districts of Kyiv. This has left thousands of people without electricity and heat.

So far, 31 people have been killed in the capital, including four children who were pulled from the rubble of a residential building in Syrka: two girls aged 8 and 14, and two boys aged 8 and 10. These innocent souls became victims of ruthless aggression.

117 people sustained injuries of varying severity, including 10 children aged 2 to 17. Their lives and destinies have been forever changed by this barbaric act of violence.

The Prime Minister stressed the importance of de-occupying the Zaporizhzhia Nuclear Power Plant and returning it to Ukraine’s control to stop russia’s nuclear terror.

They also discussed food security and the export of Ukrainian grain, acknowledging the importance of supporting the Grain from Ukraine initiative.

The signatory banks pledged to make efforts to organize affordable lending for entrepreneurs implementing projects aimed at increasing the country’s energy independence.

The projects to be financed include solar, wind, biogas, biomass, gas turbine, and gas reciprocating power plants, industrial batteries, highly maneuverable, storage, cogeneration, and more.

Commenting on the news, Pavlo Kostyuk, founder of the Ukrainian Reconstruction Fund, said:

“Critical damage to the energy infrastructure has catalyzed processes in Ukraine that would otherwise have been much slower. We are now seeing energy-efficient solutions come to the forefront and be supported at all levels. And highly competitive institutions are uniting to ensure a stable energy supply for the country.”

He is convinced that raising bank funds will help to recover faster from the barbaric shelling. He also expressed hope that the intentions declared in the Memorandum would soon turn into concrete actions, and that the loan conditions would be in line with the current state of the Ukrainian economy.

According to various estimates, Russia’s assets abroad range from $350 to $383 billion. They could become a source of payment for Ukraine’s needs to recover from the damage caused by Russia, as well as a pretext for lawsuits over Russia’s war crimes.

The trust fund will not replace regular Western assistance to Ukraine provided by national and supranational authorities, scholars say, but it complements these efforts and serves as an additional source of credit.

Experts also noted that the independence of the trust fund would ensure that the flows could not be interrupted due to any disagreements between EU governments or between branches of the US government. Even if there are changes in US government policy after the next election, the independent trust fund would remain and continue its lending operations.

In addition, the trust fund would avoid the debate over the pros and cons of freezing Russian assets: “It moves the assets into international fiduciary custody from their current suspended state, preserves them, and uses them to finance Ukraine.”

Scholars also believe that in the event of a lawsuit by Russia over the use of its frozen funds, Ukraine could voice its claims and provide evidence of financial losses and military destruction. In this case, a war crimes trial would continue, “which otherwise may never happen.”

This report presents counts and rates of allegations of inmate-on-inmate and staff-on-inmate sexual victimization across all types of adult correctional facilities.

Using a technique called Stress Inoculation, Air Force Reserve Command is changing the way it trains its Citizen Airmen to better prepare them for the high-end fight.

“Stress Inoculation is not a separate, new training course, but it’s an overall shift in how we train,” said Lt. Col. John Rolsen, AFRC’s lead Stress Inoculation instructor and curriculum developer. “We’re getting away from simple task proficiency and trying to move towards developing the whole person – everything from emotional intelligence, communication skills, task proficiency and decision-making skills.”

“In a lot of ways, Stress Inoculation is similar to medical inoculation against biological diseases in that individuals are exposed to just enough stress to arouse defenses, which are their coping skills,” said Chief Master Sgt. Christina Bicknell, the command’s Stress Inoculation program manager.

Rolsen gave this example of how Stress Inoculation might be introduced into an existing AFRC training course: A training scenario calls for four aerial porters to build a pallet of medical supplies that are needed in a nearby area following an earthquake. Lives are at stake and the supplies are desperately needed in the disaster area. The plane transporting the pallet is leaving in 45 minutes, so the aerial porters have 30 minutes to build the pallet and deliver it to the aircraft.

Fifteen minutes into the training, one of the aerial porters, who is actually a role player, announces that he has cut his hand badly and has to leave for medical treatment. Five minutes later, a senior NCO role player comes on-scene and says that one of the remaining three aerial porters has to report immediately to see the commander. The remaining two aerial porters have to decide if they should continue to build the pallet on their own, which violates safety protocols, push back on losing the third aerial porter, try to recruit more people to help with the task, try to find some other solution to accomplish the mission or simply give up on the task.

“We want to train like we fight, and we know stressors like these are common in real-world situations,” Bicknell said. “Our hope is that through appropriate exposure to stressors like these and training on ways to deal with stress, Reservists will develop the confidence to handle even greater levels of stress in the future.”

The chief went on to say that tailored and deliberate feedback immediately after the training scenario is a key part of Stress Inoculation.

“What’s really cool is the evaluators don’t come in after the scenario and say, ‘this is what you did right, ‘this is what you did wrong,’ or ‘this is what you should have done differently.’ They let the participants work through what just happened and how they possibly could have handled the scenario better.”

Bicknell and Rolsen are currently involved in training trainers who will help introduce Stress Inoculation into training scenarios across the command.

Rolsen recently led a day-long training session at Duke Field, Florida, and said he was impressed with how well the Reservists in attendance embraced the shift in the command’s approach to training.

“Members from the 919th Special Operations Wing were inquisitive and invested in the development of their Airmen,” Rolsen said. “Additionally, we had a squadron commander attend with several of her Airmen. That level of interest in ensuring her people have access to all tools for developing their unit is exciting to see.”

He went on to explain that the Stress Inoculation program focuses on shifting the training mindset to align with mission command’s five C’s: character, competence, capability, cohesion and capacity.

“The Air Force has been focused on task compliance for a long time,” he said. “We need to change the way we train to accommodate the change in how we are going to fight.”

Bicknell said that Stress Inoculation training can be conducted during a training exercise at any level. During the planning phase, planners can use pre-built scenarios to develop injects for an exercise, or evaluators can observe activity and conduct a deliberately developmental feedback session without interrupting the flow of the exercise.

Either way, the ultimate goal is the same.

“The trainee is the most important part of the entire Stress Inoculation program and why it exists,” she said. “The ultimate goal is the deliberate development of the whole Airman.”
