Six criteria for sustainability: how to raise funds for energy-efficient reconstruction

Experts are convinced that in order for people to return to Ukraine and develop it, our country must be rebuilt on the principle of “better than before.” To do this, they recommend that international donors and governments allocate funding for reconstruction projects that include energy efficiency, renewable energy, climate change adaptation, and circularity of materials.

According to the latest data from the World Bank, as of February 2024, 1.8 million apartments in multi-apartment residential buildings and more than 220,000 private homes were damaged in Ukraine during the Great War. It should be noted that more than a quarter of this housing was completely destroyed. As for social facilities, almost 400 schools were destroyed, and about 3,600 schools were partially damaged, destroyed or damaged, and more than 1,200 health care facilities were damaged.

The BPIE has identified six sustainability criteria by which recovery should be measured:

  1. Investments should be directed to projects that take into account the minimum energy efficiency requirements for individual building elements.
  2. Buildings damaged during the war should not be exempt from minimum energy efficiency requirements.
  3. Investments should be directed to projects based on renewable energy solutions.
  4. Investments should be directed to projects that improve all energy performance of buildings.
  5. Investments should be directed to projects that take into account climate change adaptation.
  6. Investments should be directed to projects that involve the circular use of materials.

These criteria must be met by reconstruction projects to access funding from international donors. At the same time, some of them are also relevant for the Ukrainian government.
