Paul Zielinksi, Technology Transfer Leader, to Take FLC Forward

(Washington, DC – March 2, 2020) Paul Zielinski, formerly the Director of the Technology Partnerships Office at the National Institute of Standards and Technology (NIST), has been hired to serve as Executive Director for the Federal Laboratory Consortium for Technology Transfer (FLC), a nationwide network of more than 300 federal laboratories, agencies, and research centers that fosters commercialization best practice strategies and opportunities for accelerating federal technologies out of the labs and into the marketplace.

Zielinski joins the FLC following his retirement from NIST, after more than 32 years of service, most recently leading NIST’s technology transfer activities including patents, licenses, cooperative research, and the NIST Small Business Innovation Research (SBIR) Program.

While at NIST, Zielinski was co-chair of the Lab-to-Market Subcommittee of the National Science and Technology Council under the Executive Office of the President. He has coordinated the Interagency Workgroup on Technology Transfer for more than 11 years and formed the Interagency Workgroup for Bayh-Dole. These workgroups address technology transfer policy issues across the federal government for over $150 billion of research annually performed by 11 federal agencies. The Bayh-Dole Act (P.L. 96-517, Patent and Trademark Act Amendments of 1980), co-sponsored by Senators Birch Bayh (D-IN) and Robert Dole (R-KS), created a patent policy enabling small businesses and non-profit organizations, to retain title to inventions made under federally-funded research programs.

Zielinski is intimately familiar with the work of the FLC, having served as chair of the FLC Executive Board for two terms, from 2013 through 2017, and other leadership positions on the FLC Executive Board.

At the FLC, Zielinski will be charged with leading a path forward for the FLC’s new operations to expand and grow the high quality of support that federal laboratories need to accomplish their technology transfer mission. Through its new partnership with AUTM, the global leader in academic technology transfer whose 3,000 members work in more than 800 universities, research centers, hospitals, businesses and government organizations, the FLC will modernize and upgrade its approach and services to meet the challenges of rapidly changing technology in a highly competitive environment.

Prior to joining NIST, Zielinski worked at other federal agencies in the development and deployment of technology.

At the Environmental Protection Agency (EPA) he was the Staff Chief leading technology transfer, the Regional Science Program, the Tribal Science Program, Environmental Justice research, and the Science and Technology Technical Liaison Program. Zielinski also served as the Staff Chief for Planning for the EPA Office of Research and Development, where he was instrumental in implementing a multi-year planning approach for EPA research programs. At the Department of Energy, Zielinski worked in the Office of Nuclear Energy, Global Nuclear Energy Program, and in the Office of Environmental Management as a senior program engineer and scientist.

Zielinski served on active duty as a commissioned officer in the United States Army Military Police including duty in Korea, Panama, Germany, and the US. He has an MS in Civil Engineering from the University of Maryland and earned an MBA with a specialization in Entrepreneurship from Northcentral University.
